Hungarian Prime Minister Viktor Orban’s recent trip to Moscow to meet with Kremlin leader Vladimir Putin has sparked criticism from the European Union. Orban, known for his self-proclaimed peacemaker status, has maintained working relations with Russia despite most Western countries severing ties in response to Russia’s invasion of Ukraine. This has put Hungary in a unique position, allowing the country to engage in dialogue with both Russia and Ukraine. The Ukrainian Foreign Ministry expressed disappointment that Orban did not coordinate his trip with them, emphasizing the principle of not negotiating agreements on Ukraine without involving Ukraine. European Union leaders, including EU chief diplomat Josep Borrell and European Commission President Ursula von der Leyen, questioned Orban’s authority to represent the bloc during his engagement with Russia. Borrell stressed that the visit was solely within the framework of bilateral relations between Hungary and Russia, while von der Leyen emphasized the importance of unity and determination in achieving peace in Ukraine.
Various peace initiatives have been proposed by different parties, including Zelenskyy’s 10-point plan, a Chinese proposal, and Putin’s conditions for negotiations. However, these efforts have yet to gain significant traction in resolving the conflict in Ukraine. Orban’s call for a cease-fire and peace talks reflects a desire to contribute to the peace process, despite criticism from some quarters. The reluctance of some parties to engage in dialogue without broader coordination and involvement of key stakeholders has posed challenges to reaching a resolution.
Role of the EU Presidency
Orban, who recently assumed the EU’s rotating presidency, aims to “make Europe great again,” echoing a familiar political slogan. As the holder of the rotating presidency, Hungary chairs meetings within the EU Council to ensure the continuity of the bloc’s work. However, Orban’s actions during his presidency, including his visit to Moscow, have raised concerns about his alignment with EU values and priorities. The EU’s emphasis on unity and adherence to established principles in dealing with external partners underscores the importance of a coordinated approach in addressing complex geopolitical challenges.
